Ukrainian civilian deaths in all-out war top 10,000 – UN report

The UN has confirmed the deaths of 10,582 Ukrainian civilians since the start of the full-scale war, and 19,875 people have been injured.

The total number of civilian casualties in Ukraine is 30,457, the two-year report states.

The total number of losses includes 587 killed and 1298 wounded children. The report notes that men have been disproportionately affected by Russian aggression, accounting for 60% of the casualties.

Most Ukrainian men and women suffered from explosive weapons with a wide area of impact. Mines and explosive remnants of war accounted for 3.7% of casualties, while other types of weapons and incidents accounted for the remaining losses.

The report shows the amount of damaged Ukrainian infrastructure, as 1072 educational institutions were affected by the fighting. Also, 465 medical institutions were affected in Ukraine.

The incident that led to the greatest environmental impact was the Kakhovka hydroelectric power plant dam explosion in June 2023. As a result, at least 80 settlements were flooded and damaged.

According to the international organization Human Rights Watch (HRW), at least 10,000 civilians died in Mariupol alone because no evacuation was carried out.

In July 2023, the UN Human Rights Monitoring Mission, which has been operating in Ukraine since 2014, stated that three times as many civilians had died in the 500 days of the great war as in the previous eight years of fighting in eastern Ukraine. At that time, they were able to confirm the deaths of more than 9,000 civilians, including more than 500 children.

In December 2022, Mykhailo Podolyak, an adviser to the Presidential Office, stated that since 2022, the losses among the civilian population of Ukraine have been "definitely not 20,000," but the figure "may be significant."

This statement was made in response to the words of the President of the European Commission, Ursula von der Leyen, who estimated Ukraine's likely losses during an active war at 100,000 military and more than 20,000 civilians.
