Ukraine sets up free treatment and rehabilitation for soldiers abroad

Together with the Independent Anti-Corruption Commission (NAKO) and with the support of the Office of the UK's Special Defense Adviser, the Ukrainian Veterans Fund helps defenders to receive treatment abroad.

What is the problem?

When russia launched its full-scale war, the professional military, volunteer fighters, and civilians went to the front line to defend their homeland. Each of them desperately defends Ukraine and often receives complex injuries in battles.

What is the solution?

The health of defenders is very valuable for the state. After all, they gave their health away to protect Ukraine's peace. So, the Ukrainian government creates opportunities to restore the health of its defenders. Now it provides Ukrainian soldiers to receive treatment abroad. 

How does it work?

Referrals for treatment abroad are initiated by healthcare facilities where the defender is currently being treated. The soldier needs to submit a petition in an arbitrary form.

In some cases, defenders are treated in institutions that do not belong to the security and defense sector. These institutions should send petitions to those who belong to the management sphere of such state bodies.

The following documents must be attached to the petition:

  • The consent of the defender or legal representative for treatment abroad, together with the permission for the processing of personal data required by the medical institution;
  • consent to the processing and transfer of personal data to health care institutions of foreign countries following the legislation in an arbitrary form;
  • an extract from the medical card of an outpatient (inpatient) patient in the form approved by Ukraine's Ministry of Health.
  • After the petition, a council is organized by order of the head of the military medical institution. The decision is made within three days of the application.

In the case of a favorable decision, all relevant documents and information about the defenders, medical reports, and departure documents are prepared. The host institution in the other country must agree on the list of persons in need of treatment.

One of the family members can accompany the defender:

  • legal partner;
  • parents (legal representatives);
  • children (including adopted).

The state budget reimburses funds for:

  • travel;
  • medical assistance services;
  • medical and psychological rehabilitation.

Sometimes the host country covers the costs itself. Then the state does not reimburse the funds.

Requests for assistance can be submitted daily and around the clock. Consultations are provided daily on working days from 9:00 a.m. to 6:00 p.m.
