Previously, US Secretary of State Antony Blinken also condemned russia's intentions to annex the occupied territories of Ukraine through pseudo-referendums.
He emphasized that this step and intentions to mobilize even more significant reserves are a flagrant display of contempt for the principles of the United Nations.
In his speech at the UN General Assembly, German Chancellor Olaf Scholz stated that it was impossible to accept the end of the war on the terms of the Kremlin.
Also, the British Defense Minister said that Putin's latest statement was a recognition of the beginning of russia's defeat.
"Putin's breaking of his own promises not to mobilize parts of his population and the illegal annexation of parts of Ukraine are an admission that his invasion is failing," Defense Secretary Ben Wallace said. "No amount of threats and propaganda can hide the fact that Ukraine is winning this war, the international community is united, and Russia is becoming a global pariah."

In his address, putin stated that a partial mobilization would be announced in the Russian Federation from September 21, 2022.
According to him, only those citizens who are in reserve and, above all, those who served in the ranks of the russian armed forces and have certain military accounting specialties and relevant experience will be subject to military service.
