The bombing of cities and civilians was planned by the Russians from the beginning of the invasion
President Volodymyr Zelenskyy stated this during a video address.
Proof of this is the documents, plans, and maps of the captured pilots.
"The Russian military, captured by our defenders, has spoken out.
Hundreds of hundreds of prisoners. Among them are the pilots of the planes that bombed our cities. Our peaceful people. We heard their testimony. We saw the documents. Maps. Plans. Not yesterday ones.
This is not improvisation. They prepared this invasion in this way, cruelly, cynically. Deliberately violating the rules of war.
Therefore, Kharkiv. Therefore, Chernihiv. Therefore Sumy. Therefore, Mariupol. And many, many other Ukrainian hero cities have seen pure evil. Atrocity. So it was planned. But it will not kill our humanity."
The President stressed that the captured occupiers were treated within the Geneva Convention.
