"Dodgy" tow trucks in Kyiv: who actually gets paid when police evacuate your car?

According to the Department of Transport Infrastructure of the Kyiv City State Administration, in the third quarter of 2020, 17,872 cars parked in violation of traffic regulations were evacuated in Kyiv. For violating the rules of stopping, and parking, captured on video, the city budget received 5 million hryvnias.
However, if you're a little more attentive and know how much wrong parking "costs" when your car is evacuated, questions arise. Journalist Serhii Hrishyn calculated:
If you divide 5 million by 17872 cars = 279.76 UAH.
