Scholz rejects key points of Ukraine's Victory Plan

Germany has rejected key points of Ukraine's plan to win the war, namely the provision of long-range weapons and a speedy invitation to join NATO.

German Chancellor Olaf Scholz stated that, according to Bild.

Scholz made the corresponding statement on the evening of October 17 after the EU Council summit in Brussels.

He believes that the priority is to prevent Russia's war against Ukraine from turning into a war between the Russian Federation and NATO.

The chancellor emphasized that nothing would change his position regarding the long-range Taurus cruise missiles supply to Ukraine.

"I do not consider such supplies to be correct, and it will remain so," Scholz said.

As the publication notes, the German chancellor also plans to block Ukraine's quick invitation to NATO in the future.

Scholz explained this by referring to the resolution of the last Alliance summit in Washington. At that time, NATO allies did not issue an invitation to Ukraine; the USA and Germany were against it.

The NATO resolution states that an invitation to NATO can only be made after all allies have agreed to it and all conditions for membership have been met. In particular, that refers to the reforms in the field of:

  • democracy,
  • economy,
  • security.

On Thursday, October 17, the head of Ukraine, Volodymyr Zelensky, went to Brussels. The President presented the Victory Plan at the European Union summit. During his speech at the summit, the head of state announced five points of the Victory Plan.

Zelensky also stated that Western countries' refusal to support Ukraine's victory plan would be a serious mistake that would weaken Kyiv's position and strengthen Russia. However, the Ukrainians will continue to fight, although it will be very difficult for them in this case.

Before that, on October 16, Ukraine's President Volodymyr Zelensky presented his Victory Plan, which consists of 5 points and 3 secret annexes, in the Verkhovna Rada [Ukraine's parliament – ed.]. In particular, the first point of the plan is to invite Ukraine to NATO now.

The Office of the President explained that the secret appendices refer to strikes on Russia and the weapons needed for this.

Currently, there is no consensus among NATO members to extend an invitation to Ukraine. The discussion is ongoing.
