Ukraine's envoy to UN: russia must not hold presidency of UN Security Council in April

The Permanent Representative of Ukraine to the UN, Serhiy Kyslytsia, urged not to allow russia's one-month presidency of the UN Security Council from April.

He wrote this on Twitter.

"Antonio Guterres called the invasion of the russian federation "the saddest day in his tenure." In fact, the saddest in UN history until April 1, 2023, when, unless justice prevails, russia assumes the presidency of the Security Council. Stop raping justice and quashing UN Charter! Accountability now!" – emphasized Kislytsia.

At the same time, according to him, the decision to expel russia from the UN Security Council and at least prevent it from presiding over the Council does not belong to the competence of the UN Secretary-General. "This is an issue to be solved by the members of the Council… the russian federation must feel the consequences of aggression and crimes right now," Kyslytsia wrote.

In March, Mozambique chairs the UN Security Council. From April, according to the UN schedule, russia will take over the presidency of the Security Council for a month. The head of the russian delegation to the UN is vasyl nebenzya.

The 1945 UN Charter established the Security Council, which comprises 15 members. Five members of the UN Security Council, including the USSR ( now russia), the Republic of China (now the People's Republic of China), the US, the UK, and France, are the permanent members and so have a veto on any vote before the Council.

There is no mechanism to expel a permanent member of the Security Council prescribed by the UN Charter.

Ukraine has been calling on the UN member states to restore the application of the Charter in the issue of the legitimacy of russia's stay in the UN, deprive russia of the status of a permanent member of the UN Security Council, and expel it from the UN as a whole due to gross violations of the norms and principles of international law as well as for crimes committed on the territory of Ukraine, in particular, for war crimes and crimes against humanity, as well as the crime of genocide.
