Budget millions: how parties (don't) report on taxpayers' money spent
What is the problem?
Over the past two years, political parties have received almost UAH 1.5 billion from the state budget to finance their activities, but haven't reported on what exactly and how these funds were spent. Accordingly, the National Agency for Prevention of Corruption (NAPC) wasn't able to audit the financial statements of political parties and find out whether taxpayers' money had been spent fairly and lawfully.
According to Ihor Feshchenko, a leading analyst on the political finances of the CHESNO public movement, until 2015, parties also didn't report on financial expenditures they received from both private donors and the state.
"For two decades, various political parties ran in the elections, won them, gained access to and managed budgets. At that time, people didn't understand at whose expense the deputies persuaded the voter to vote for them. And then, in fact, rules were set for the same voter on how to live and how much to pay taxes," said the expert.
