Children are among hostages as well, head of the Zaporizhzhia regional military administration Yurii Malashko says.
"There have been 610 kidnappings since the beginning of the full-scale war. 245 people are still in captivity. Employees of enterprises and institutions, managers, lawyers, even children are held hostage," Malashko said.
He also noted the invaders had strengthened forced passportization. Without russian citizenship, people cannot receive a salary or medical assistance.
russian forces abduct Ukrainian children by sending them to russian-run summer camps in Crimea. Hundreds have been unable to leave them for months.
The aggressor's state media report there are approximately 4,500 children from Zaporizhzhia and Kherson in the camps as of mid-October.
4,396 orphan children were illegally taken to the territory of russia or temporarily occupied territories. Ukraine insists on their return.
