Ukrainian security official outlines 12 steps for de-occupation of Crimea
Dismantling the Kerch Bridge and restricting the right of collaborators to participate in elections – to choose and be elected – are some of the main steps that will be applied during the de-occupation of Ukrainian Crimea.
Oleksiy Danilov, the secretary of the National Security and Defense Council (NSDC), believes so, expressing his thoughts on Facebook.
He noted in his post that the NSDC is already developing the main steps that will be applied during the de-occupation of Ukrainian Crimea.
"The russian gauleiter "trash" in the temporarily occupied Crimea went a little too far in a hysterical z-seizure – sometimes intending to capture Kyiv or Odesa, sometimes falling into the Soviet frenzy of reviving the "Crimean SMERSH" (SMERSH – a group for three different counterintelligence bureaus created in the Soviet Army around the end of 1942 or even before. Joseph Stalin invented the name SMERSH; the abbreviation translates as "Death to spies." It was founded to stop attempts by Nazi Germany to send spies into the Red Army on the Eastern Front but in fact was the persecution of disagreeable persons by regime– ed.)
For this moscow garbage, I want to sketch with broad strokes how Ukraine will de-occupy Crimea. Where they and their ilk will be the number one targets to forever discourage anyone from even looking to moscow or opening their mouths without thinking carefully before commenting on something related to Ukraine," the NSDC secretary wrote.
Danilov identified 12 steps of de-occupation. They are as follows:
- The issue regarding the project and the location of the monument "russian warship go **** yourself" in Crimea will be discussed publicly. The monument's pedestal to sunken ships in Sevastopol can be used to save public funds.
- In addition to criminal prosecution for collaborationism and treason, a lustration mechanism of personal assessment is being developed, which, in particular, determines the level of responsibility and the degree of involvement of specific persons, citizens of Ukraine, residents of Crimea in supporting the activities of the occupation administrations, which includes, in particular, the limitation of the right to participate in elections – to elect and to be chosen.
- Concerning civil servants, judges, prosecutors, law enforcement officers, and other categories of persons who, as of 2014, were on the staff of the authorities of Ukraine, the Ministry of Internal Affairs, the Security Service of Ukraine, the Ministry of Internal Affairs, etc., and after February 2014 worked in russian occupation structures, Ukrainian courts will determine whether they are subject to criminal liability.
"But if they are not eligible, they are deprived of state pensions, including a ban on further employment in state bodies and local self-government bodies of Ukraine. The "wolf ticket" is forever," he explained.
At the same time, providing the Defense Forces of Ukraine and the investigation with important information related to national security issues may become a basis for mitigating the criminal penalty.
- russia or another formation that will claim legal succession ensures the unconditional and complete extradition of all persons suspected of treason and other criminal offenses, both citizens of Ukraine and citizens of russia, involved in war crimes (international crimes that do not have statutes of limitation – genocide, war and against humanity), committed on the territory of Ukraine in general and Crimea in particular.
- Propagandists-journalists, media workers, and experts of various kinds who contributed to the occupation, the militarization of child education, and inciting enmity against Ukraine by Ukrainians, Crimean Tatars, and other nationalities are a group of special attention, whose crimes will be investigated by Ukrainian and, if necessary, international law enforcement structures.
"They will be deprived of their liberty, titles, pension, property, honor, and respect legally, according to the court's verdict," stated the secretary of the NSDC.
- Citizens of the russian federation, who illegally came to live on the Crimean Peninsula after February 2014, must immediately leave the territory of Ukraine within the time limit set by law.
- Deeds committed outside of Ukrainian legislation after February 2014, including in relation to real estate, are recognized as null and void, according to a law that has been in effect for nine years. Ownership of property remains with citizens of Ukraine. If the occupiers appropriate or nationalize the property, it will be returned to the owners.
"It is important to remember (!) that houses, apartments, plots of land, and other real estate purchased by russian citizens in Crimea are worth no more than the future of Aksyonov or the hope for the release of Konstantinov and similar collaborators on parole," Danilov added.
- The transport crossing in the city of Kerch of the Autonomous Republic of Crimea (the Kerch Bridge – ed.) will be dismantled to ensure complete navigation freedom as part of the damage compensation program.
- A comprehensive "Detoxification" program is being implemented, which includes the neutralization of the effects of years of russian propaganda on the public consciousness of a part of the peninsula's population. In particular, by using the experience of applying effective methods of the denazification of Germany in the 40s, including the participation of identified groups actively supporting the russian occupation in public works for the reconstruction of destroyed Ukrainian cities, processes of exhumation and reburial of victims of russian aggression (for persons found guilty of such crimes by a court), and providing the broadest possible access to information about the crimes of the putin regime.
- Creation of a documentary base on facts of russian crimes against Ukrainian citizens who resisted the occupation and restoring the rights of Ukrainian and Crimean Tatar activists.
- Immediate release of all citizens of Ukraine, Crimean Tatars, and Ukrainians who have been persecuted by the russian federation on politically motivated grounds since 2014 with compensation for moral damages.
- Taking into account the place and role in the ideology of racism, the system of negative myth-making and rewriting of history, the so-called "city of russian glory" (meaning Sevastopol, – ed.) will be renamed into "Object No. 6".
"The Verkhovna Rada of Ukraine (the Ukrainian Parliament – ed.) will later decide on a new name for the city. Perhaps, it will be Akhtiar," Danilov suggests.
It should be noted that the russian military is actively preparing to defend the temporarily occupied Crimea. They dug hundreds of kilometers of trenches along the beaches of the peninsula.
Also, the russian invaders began to build fortifications in the depths of Crimea. A significant concentration of russian troops is observed there.
