On the evening of February 19, Russian troops launched another drone attack on Ukraine, causing significant disruptions, including a power outage that halted sewage treatment operations in Odesa and left approximately 5,000 residents without electricity. Additionally, on the night of February 20, the occupiers targeted a high-rise building in Kherson with a guided aerial bomb, impacting several residents, including children.

The head of the Kherson Regional Military Administration, Oleksandr Prokudin, the head of the Kherson City Military Administration, Roman Mrochko, the head of the Odesa Regional State Administration, Oleh Kiper, and Odesa mayor, Hennadii Trukhanov, reported this on Telegram.

Kherson

The head of the regional military administration reported that Russian troops carried out an aerial attack on Kherson. Prokudin specified that the guided aerial bomb struck a high-rise building in the Dnipro district.

According to him, children were injured as a result of the attack.

"We already know about the first victims of the airstrike on a residential building. These are 13-year-old twins – a boy and a girl. They have mine-explosive injuries and an acute stress reaction. The children are currently in the hospital under medical supervision," the head of the region said.

Later, the Kherson Regional Military Administration reported that a man was also injured.

"A 47-year-old resident was injured as a result of the shelling. He received explosive and craniocerebral injuries, contusion, and leg injuries," the military administration specified.

Later, it became known that the man was rescued from the 8th floor of a high-rise building, which was hit by a guided aerial bomb.

In turn, Mrochko reported two more victims:

  • A 60-year-old man has a scratch on his forehead.
  • A 36-year-old man received an acubarotrauma.

Later, the head of the city military administration reported that the fate of three residents from the building remains unknown. A search operation is currently underway.

"For the second consecutive day, the enemy has launched a massive attack on Odesa using strike drones. Today's strike resulted in fires breaking out on the roof of a catering establishment. At the same time, a warehouse, an administration building, a car wash, a roadway, and the glazing of a private house sustained damage," the report says.

The head of the regional administration then added that the attack also left about five thousand residents of one of the districts of Odesa without electricity.

Trukhanov reported that emergency and operational services are currently on site. The enemy attack has resulted in one known injury: a 55-year-old man who has been hospitalized in moderately severe condition.

"All authorized services are working to eliminate the consequences of today's and yesterday's attacks. As a result of two days of strikes in the Odesa district, 89,500 subscribers are currently without electricity. The work continues around the clock," he summarized.

The head of Odesa specified that after the operational services' work ends, local specialists will be able to begin restoring the heating system. The utilities will eliminate the consequences of the attack.

"The operational headquarters and the district administration are working on site. From 8 am, it will be possible to submit documents to restore windows and doors, and in the case of the private sector, the roof," Trukhanov added.

Later, the State Emergency Service showed how rescuers were eliminating the consequences of the terrorist attack. They noted that 22 units of equipment and 82 firefighters were involved in extinguishing the fires.

For reference:

On the night of February 19, Russian invaders launched a massive strike drone attack on Odesa. Numerous explosions were heard as a densely populated area of the city was targeted by the enemy.

In Mykolaiv, Russian invaders completely destroyed the electricity generation capabilities on the night of February 16 by targeting the local CHP. The city is now attempting to restore heat supply through alternative methods.
