Russian drone strikes high-rise in Kirovohrad region, causing casualties

On the evening of February 17, Russian forces launched strike drones across Ukraine, targeting several regions, including Kyiv. The attack in Kyiv resulted in a fire in the Sviatoshynskyi district caused by falling UAV debris. In a subsequent attack on the night of February 18, a Russian drone hit a high-rise building in the city of Dolynsk, Kirovohrad region, injuring three people, including children.

The Kyiv City Military Administration, the Air Force, and the head of the Kirovohrad Regional Military Administration, Andrii Raikovych.

According to the Air Force, the Russian army launched strike drones from several directions.

Movement data of enemy UAVs:

  • UAV groups northwest of Chernihiv region headed towards the Kyiv region.
  • UAVs in the Chernihiv region were moving towards Cherkasy.
  • UAV groups in the Mykolaiv region were heading northwest towards Cherkasy through the Kirovohrad region.
  • UAVs in the central part of the Kharkiv region were moving south, while those in the south of the Kharkiv region were heading west.

Kirovohrad region

According to the head of the region, the town of Dolynska was attacked by enemy drones. The enemy drone hit a high-rise building.

The National Police of Ukraine said that as a result of the attack, a high-rise building was damaged, and three people were injured.

"Three residents were injured, two of them children. All were provided with medical assistance; two were hospitalized," the statement said.

According to the head of the regional state administration, the strike injured three people: a woman and two children.

"They were immediately provided with medical assistance. The older girl did not require hospitalization," the official said.

He also noted that residents from 38 apartments were evacuated from the building.

The administration reported that all relevant services are actively working at the scene. The regional military administration also released footage depicting the aftermath of the attack.

Additionally, the head of the Kirovohrad Regional Military Administration reported that enemy drones also targeted the Kropyvnytskyi district during the night; fortunately, there were no casualties in that attack.

The National Police of Ukraine stated that police officers and rescuers who arrived at the scene evacuated the residents of the building entrance and are currently providing the necessary assistance to those affected.

"Details of the incident have been recorded in the Unified Register of Pre-Trial Investigations under Article 438 of the Criminal Code of Ukraine. Law enforcement officers are documenting the crimes committed by the aggressor country," the Kirovohrad Regional Police Communications Department said.

The town of Dolynska is located in the Kropyvnytskyi district of the Kirovohrad region. The ​​settlement area is just over 12 square kilometers. According to data for 2025, the city's population is 19,472.

Near Dolynska is a well-known "long-term construction" – the Kryvyi Rih Mining and Enrichment Plant for Oxidized Ore (KHZKOR). The settlement is called a critical railway junction.

Kyiv

Initially, the Air Force reported the movement of strike UAVs heading towards the Kyiv region.

Later, the Kyiv City Military Administration wrote that the work of air defense forces continues in the capital.

At 10:46 p.m., the mayor of Kyiv, Vitalii Klychko, reported that debris from a Russian UAV fell in the Sviatoshynskyi district. Preliminary reports indicated that a fire broke out on the premises of an industrial enterprise.

Cars are also burning in the yard of a nearby residential building.

As of 11:33 p.m., the Kyiv City Military Administration reported that, according to preliminary data, the wreckage fell in a non-residential area. A fire was recorded in a warehouse. State Emergency Service brigades were working on the site, and rescuers were localizing the fire.

It should be noted that on the night of February 16, Russian forces completely destroyed the electricity generation at the local CHP in Mykolaiv. The city is now working to restore heat supply through alternative routes.
