Ukraine bans killing animals to regulate their number
In Ukraine, amendments to some legislation on animal protection came into force on November 8. In particular, the responsibility for cruelty to animals is increased.
This is stated on the website of the Verkhovna Rada.
Thus, the prohibition of killing animals to regulate their numbers (by poisoning, euthanasia, etc.), as well as abuse or cruel treatment of domestic and stray animals (for example, inhumane training, giving animals as prizes, beatings, or killings).
The work of mobile circuses with animals, mobile menageries, zoos, exhibitions with animals is prohibited. Local councils have to monitor compliance with this norm.
In addition, it is forbidden to use animals in advertising of entertainment and food establishments, for photoshoots (except for zoos, dolphinariums, and circuses), to keep predatory or rare animals in non-specialized establishments or at home.
What are the changes?
Thus, keeping dogs and cats in forbidden places, walking dogs without a leash and muzzles or in places not designated for this purpose, failure to remove animal excrement in a public place will mean a warning or a fine of 170 to 340 UAH; for officials, it's from 340 to 850 UAH.
If these actions are committed repeatedly, the fine will reach from 340 to 510 UAH; for officials, from 510 to 1020 UAH.
If these actions have caused damage to human health or property, the fine will be from 1700 to 3400 UAH with confiscation of the animal; for officials, from 3400 UAH to 5100 UAH with confiscation of the animal.
According to the document, a person can be held administratively liable for cruelty to animals from the age of 14 and from the age of 16. The injured animal will be confiscated and its owner will be deprived of the right to keep the animals for five years.
In addition, the promotion of animal cruelty may result in restriction of liberty from 1 to 3 years of imprisonment from 2 to 3 years with confiscation of the animal.
