Rebuilding Ukraine: Kharkiv to become Ukraine’s first energy-independent city

Kharkiv is the first city in Ukraine to completely overhaul its heat, water, and energy supply systems. This will allow the city to provide reliable municipal services to all residents, regardless of the impact of Russian attacks.

The Mayor of Kharkiv, Ihor Terekhov, announced this.

The mayor stated that this project is a key initiative that will lay the groundwork for future independent infrastructure efforts for many years to come.

"This is a strategic project with which we are laying the foundation for independent infrastructure work for decades to come," he says.

As the head of Kharkiv noted, the project's implementation will ensure a stable supply of communal services to all residents of Kharkiv during each subsequent heating season, regardless of the consequences of enemy attacks and the general energy situation in the country.

"And today at the session, we took another important step to speed up the completion of the decentralization process and the transfer of the necessary equipment to the city's ownership," Terekhov added.

It is worth mentioning that in early April, the Kharkiv authorities declared their plan to shift away from centralized heating.

This year, the heating season ended earlier than usual in the city. A major Russian attack on critical infrastructure caused a lack of electricity.

Once the situation was resolved, the authorities immediately started preparing for the next heating season.

The city has come up with a plan to improve the heating supply network:

• some areas will still rely on central heating,
• while others will have additional modular boiler houses installed.

According to reports, Kharkiv has announced that it will offer compensation for up to 70% of the expenses (with a maximum limit of UAH 100,000) towards purchasing generators for associations and cooperatives of apartment building owners.

Entrepreneurs in Kharkiv are not required to pay taxes on property, land, or the single tax for individuals in the fourth taxation group.
