On February 23, the National Security and Defense Council of Ukraine decided to declare a state of emergency throughout Ukraine except for Donetsk and Luhansk regions. It has been imposed there since 2014, but martial law may now be imposed. This decision has yet to be approved by the Verkhovna Rada.
Rubryka explains why they did it and what rules must be followed in a state of emergency and martial law.
Russia has finally decided to bring its aggression to the official level. If in the previous eight years of the war in eastern Ukraine, Russia denied the presence of its troops there, now it has introduced them without hiding. Immediately after (more precisely, during) the recognition of the independence of the self-proclaimed "DPR" and "LPR."
Now Russian military and military equipment are officially in the occupied territories of Ukraine. And along the borders of Ukraine with Russia and Belarus, 150,000 troops and heavy equipment were deployed.
No matter what, Ukraine is ready to defend itself and is already doing so.
