In Ukraine, anti-parking bollards are installed at public transport stops. How effective are they against a car speeding at people?

The other day, the first snow fell in Ukraine. Skidding on the roads, drivers unprepared for slippery roads are leading to an even greater number of accidents. Cars speed at the stops, injuring people. Recently, another incident occurred in Kyiv. As reported on the Facebook page "Zruchnyi Kyiv", on November 14, on the ring-road, a car drove to a bus stop and hit three people, two killed.
A few days earlier, a similar incident occurred in Odesa on November 10. The National Police reports: four victims went to the hospital. All of them stood at the bus stop, waiting for their transport.
Pedestrian insecurity at bus stops has existed for a long time, and the authorities promised to solve it 2 years ago. The current president of the Confederation of Builders of Ukraine, Lev Partskhaladze promised this; at that point, he was Deputy Minister of Regional Development, Construction, and Housing and Communal Services of Ukraine. Then a new rule came into force: compulsory design of protective fences at public transport stops, i.e. installing metal bollards in front of stops. The norm is indicated in the State Construction Regulations "Streets and roads of settlements," operating since September 1, 2018.
