The list includes a former army-based worker tracking President Volodymyr Zelensky's planned movements, a trained sniper with a weapons cache under his daughter's bed, and an insurance executive researching energy infrastructure in Kyiv.
WSJ journalists state that Russia has been recruiting agents in Ukraine on a massive scale since 2004.
The recruiting of Russian agents at all levels, including within the ranks of the SBU, was facilitated by longstanding official ties, corruption and sympathy with Moscow.
Ukrainian security officials quoted by the media say that as the war has moved "into a more stable phase," the agents' task is mostly to gather information about military facilities, including military units, workshops, and ammunition depots.
Previously, Ukraine's Security Service identified the two brothers as suspected informants who helped Russia carry out a missile strike that killed more than 50 at a funeral here last week.
The security agency said Volodymyr and Dmytro Mamon provided the time and location of a Ukrainian soldier's funeral to the Russian military, which struck the gathering at a cafe with a ballistic missile. The two men couldn't be reached for comment.
