Quality of education: how we understand it and what it is

In the last twenty or twenty-five years, the expression "quality of education" has become extremely popular, especially in the media-expert environment. Such popularity has had an adverse effect on the education quality analysis and adoption of adequate management decisions.  Now we've added education to politics, economics, football, and much more; only the lazy from the "expert environment" didn't write/speak about its quality. Indeed, each of us attended school, many received higher education (two, three degrees; now it's cool to collect diplomas on the wall and in the CV).
