Public budget in COVID age
The coronavirus situation has altered almost all areas of our lives. The public budget is no exception. We analyzed 139 cities and communities of Ukraine* for the voting results in 2020.
Voting: to be or not to be
The public budget process has its stages: Submission of projects, Consideration, Voting, Selection of winners, Implementation. Together, these steps are a PB cycle. Each community determines the calendar plan for each stage at its own discretion. Therefore, the cycle can last over one year (for example, projects are submitted in the fall, and voting is in the spring). In some communities, the public budget is determined every two years. There are situations when a community has just introduced a budget in a certain calendar year, but voting is scheduled for the next one. This may be the reason the vote didn't happen this year. In 2019, there were 16 such communities (out of 106). In 2020, there were 57 (out of 139) communities without quarantine. However, the overall situation is that despite COVID, cities, and communities continue to implement an e-democracy tool such as the public budget.
