Last week, the Verkhovna Rada voted in the first reading in favor of Volodymyr Zelenskyi's presidential draft law on oligarchs. If it's adopted, then this rather abstract concept will receive a very specific classification for the next 10 years: the criteria for defining an "oligarch," followed by getting into a special register and various legal consequences.
However, the right to decide who is an oligarch and who's not will belong to the National Security and Defense Council, that is, to Zelenskyi himself.
