Winter break at lockdown: should you cancel your planned vacation?

Ukraine won't have New Year's lockdown. The authorities decided that such restrictions would be too big a blow for Ukrainians, so they announced a lockdown for the post-New Year period, from January 8 to 24.
We made the decision on December 9, at a government meeting:
"We've got three weeks left until the end of the year. Therefore, the government decided not to introduce quarantine. That said, today we'll approve restrictions for next year. After negotiations, we decided that from 8 to 24 January next year, we'll toughen quarantine restrictions in Ukraine. Let's call them "winter holidays for safety," Prime Minister Denys Shmyhal said.
