Benefits: can't remove, can reform
The social protection topic is a tasty morsel. It leaves a lot of room for manipulating politicians and corrupt people to find new schemes of enrichment on bribes and fake certificates. The social protection system for people with disabilities resembles a closet that a grandfather brought from then-socialist Hungary: bulky, state-owned, and full of shortcomings. However, you can't throw it away, because the wall will collapse. This system is not in line with the inclusive principles of the Convention on the Rights of Persons with Disabilities, common sense, and is solely designed to support basic level or below survival.
On November 24, a discussion "Paternalism or inclusion: what the social protection of people with disabilities should look like in Ukraine" took place within the 2020 Inclusion Forum from Dostupno.UA where experts discussed weaknesses in social protection and tried to find solutions.
