Dnipro, Lviv and Mukachevo ranked Ukraine's most transparent city councils – Transparency International
Transparency International Ukraine recently conducted a comprehensive research analysis on the transparency of city councils in 70 cities across Ukraine.
A total of 40 customized criteria were applied to evaluate the organization of city council operations closely, access to information regarding land and housing issues, communal property, and the social sphere, and the availability of such information on official resources.
According to the results of the study, the status of "transparent" has the following city councils:
- Dnipro,
- Lviv,
- Mukachevo.
Ten cities were identified as "partially transparent":
- Vinnytsia,
- Volodymyr,
- Zhytomyr,
- Kamianske,
- Kyiv,
- Kropyvnytskyi,
- Lutsk,
- Ternopil,
- Uzhgorod,
- Chernivtsi.
With the beginning of a full-scale war, cities suspended the work of official portals or restricted access to certain sections or pages. Nevertheless, the transparency of work should remain an important task for local self-government bodies.
After all, on average, cities fulfilled the research indicators by 37.5%. At the same time, the requirements of Ukrainian legislation are 47.8%.
That is, Ukrainian cities have fulfilled only half of the mandatory legislative requirements, according to the NGO.
