Intelligence experts have admitted that the real recruitment target may be higher than 300,000 people. Some reports suggest that the kremlin's real goal is to mobilize 1 million.
One official, speaking anonymously, said that the russian authorities would face significant difficulties even with the recruitment of 300,000.
Notably, russia has faced training and equipment problems throughout the conflict, and officials said that would almost certainly extend to recruits.
"We believe that it will be tough for them to train, let alone equip such a large force quickly," the official said.
Recruits are likely to be issued with old items and unreliable equipment. Western officials believe there was an explicit regional bias in recruiting russians, focusing on poorer and minority areas in the country's east and avoiding the country's middle-class urban centers. Thus, they do not see recruitment in St. Petersburg or Moscow.
