The President addressed the citizens of other states: Ukraine is forming an International Legion of Territorial Defense
Appeal to the citizens of foreign states seeking to help Ukraine in its fight against Russian aggression was launched.

"On February 24, 2022, early in the morning, Russia launched a new military operation against Ukraine. The Russian army adheres to very mean tactics.
Residential buildings destroyed by rockets and artillery are the final argument for the world to stop the occupation invasion together with us.
Ukrainians have the courage to defend their homeland, defend Europe, and defend civilizational values.
However, this is not just Russia's invasion of Ukraine, it is the beginning of a war against Europe. Against the unity of Europe. Against simple human rights in Europe. Against all the rules of coexistence on the continent," the appeal says.
President of Ukraine Volodymyr Zelensky appealed to all citizens of foreign countries who are friends of Ukraine.
Anyone who wants to join the defense of security in Europe and the world can come and stand side by side with Ukrainians against the invaders of the XXI century.
According to the Regulations on Military service in the Armed Forces by foreigners and stateless persons, approved by Presidential Decree No. 248 of June 10, 2016, foreigners have the right to join the Armed Forces of Ukraine for military service under a contract on a voluntary basis, including in the ranks of the Territorial Defense Forces.
In this regard, the leadership of Ukraine offers all foreigners who want to join the resistance to the Russian occupants and contribute to the protection of world security to come to our state and join the ranks of the Territorial Defense Forces. A separate unit is formed from foreigners – the International Legion of Territorial Defense of Ukraine.
