They no longer believe in Stepanov, but he stays. What should Zelenskyi do with the Minister of Health?
The Minister of Health, Maksym Stepanov, has long been on the "blacklist" of ministers who can be asked to leave at any time. There are really enough reasons for his dismissal: low vaccination rates, interruptions in vaccine delivery, not always clear principles of vaccine distribution, and much more.
The Verkhovna Rada is also after his blood for a long time: for example, the Voice faction has been pursuing this almost since Stepanov was appointed to office. The "Service of the People" party also doesn't hold fast to the minister, but so far it restrains because immediately after the dismissal, an issue of appointing his successor will pop up, and they'll need preferably not an acting minister but immediately a full-fledged leader. It seems that only this factor allows the Minister of Health to remain in office. However, he may lose it soon.
