Ukraine's Defense Intelligence has published information on foreign-made technological equipment used by companies involved in producing Russia's Iskander-M, Kinzhal and Zircon missiles. The equipment identified includes Chinese machining centres and German-made measuring instruments.

The Defense Intelligence of Ukraine reported this on Facebook, according to Rubryka.

The information was published on the War&Sanctions portal.

According to military intelligence, Russia's military-industrial complex (MIC) remains heavily dependent on foreign technology. Despite efforts to replace imports with domestic products, Russia has still been unable to replace industrial equipment made by global manufacturers with locally produced alternatives.

"Today, we are publishing information on 30 pieces of technological equipment manufactured in China, Germany, Taiwan, the United States, Türkiye, Switzerland and Italy. Russian factories producing ballistic missiles and their components use this equipment to manufacture altimeters, aerodynamic control surfaces, gyroscopes and other parts," the Defense Intelligence of Ukraine said.

Military intelligence also highlighted the growing number of Chinese machine tools and machining centres used by Russian companies, including five-axis equipment.

At the same time, Chinese machine tools may contain components manufactured in Europe, Japan and Taiwan. These include computer numerical control (CNC) systems, servo drives, high-precision spindles and bearings, measuring and rotary systems, linear guides, and equipment for thermal stabilisation and machining process control.

The published data includes information on the GX-650 five-axis universal machining centre manufactured by Chinese company Hyper Machine Tool. The equipment is used by the Votkinsk Plant, which manufactures 9M723 Iskander-M ballistic missiles and the missile section of the Kh-47M2 Kinzhal air-launched ballistic missile.

The Defence Intelligence of Ukraine also published data on Chinese-made Shtral turning and milling machining centres. They are used in the production processes of JSC PEMZ Molot, which manufactures electronic equipment units for Iskander-M missiles.

Another example is measuring equipment made by German manufacturer Rohde & Schwarz, installed at the UPKB Detal design bureau. The company manufactures altimeters for Zircon missiles.

Ukraine's Defense Intelligence stressed that control over the supply and use of industrial equipment must be strengthened to deprive Russia of its ability to continue the war. One proposed measure is to step up checks on end users and the actual locations where products are used.

In particular, military intelligence considers it necessary to introduce on-site inspections by authorised representatives at the declared equipment installation addresses. This would strengthen oversight of where products are actually used after delivery.

According to the Defense Intelligence's recommendations, enhanced control procedures should cover not only the main equipment but also spare parts, components, technical fluids and consumables. They should also extend to software, updates and maintenance services required to operate the equipment.

Another priority is regular audits of distributors, dealers and other intermediaries, particularly those supplying jurisdictions considered high-risk. Military intelligence stresses the need to identify signs of product re-exports or changes in end users.

To this end, the Defence Intelligence recommends investigating every identified case of a particular manufacturer's products being used by Russia's military-industrial complex, tracing supply chains and taking steps to halt further deliveries through the intermediaries involved.

Separately, the Defense Intelligence proposes restricting the supply of computer numerical control (CNC) systems, tools and other components to Chinese manufacturers that supply their equipment to companies in Russia's military-industrial complex.

Previously, Ukraine's Defense Intelligence of the Ministry of Defence published data on foreign-made machine tools used by Russia's military-industrial complex.

Military intelligence also reported that more than 50% of the companies belonging to Russia's Uralvagonzavod corporation, a key manufacturer of armoured vehicles for the Russian military, continue to operate without sanctions imposed by Ukraine's Western partners.

In addition, Ukraine's Defence Intelligence published an interactive 3D model of the Russian 9-S-7760 air-launched ballistic missile, better known as the Kh-47M2 Kinzhal, along with information about its components and the companies involved in its production.

In January 2025, the Defense Intelligence announced the launch of a new section on the War&Sanctions portal featuring data on Russian weapons and military equipment manufacturers.
