Witkoff and Kushner present latest US peace proposals for Ukraine to Trump

Ahead of a meeting with Ukrainian and European negotiators, US Special Envoys Steve Witkoff and Jared Kushner discussed the latest efforts to achieve peace in Ukraine with Donald Trump.
According to Rubryka, Axios reported, citing a US official, that Steve Witkoff and Jared Kushner met with Donald Trump to present an updated peace proposal and receive his feedback ahead of two days of talks in Miami.
The following officials also attended the meeting:
- US Treasury Secretary Scott Bessent
- Deputy National Security Advisor Mike Needham
One of the key American ideas involves introducing a partial truce covering attacks on:
- Energy infrastructure
- Grain transport routes
Although Ukraine confirmed its readiness to take this step, Russia currently shows little desire to support the initiative.
"Everyone is nervous about the winter. If the war doesn't stop, it will be a hard winter. Therefore, the US is trying to mediate between the parties to create a single proposal," a US source noted.
According to the publication's source, during consultations, the parties will also discuss:
- Proposals for security guarantees for Ukraine
- A plan for the post-war recovery of the country and other key aspects of the conflict
Axios also reports, citing a source, that Steve Witkoff and Jared Kushner may visit Moscow at the end of October for further negotiations with Russian dictator Vladimir Putin.
This visit remains possible following the Miami meetings, where Ukrainian and European officials are expected to receive "new ideas and proposals" aimed at breaking the diplomatic stalemate.
For his part, Ukrainian President Volodymyr Zelenskyi reported on October 8 that Ukrainian negotiators would be in the US on October 9–10 for meetings with the American side.
Zelenskyi noted that the negotiation team will include:
- David Arakhamia, head of the "Servant of the People" faction
- Rustem Umierov, head of the Foreign Intelligence Service
- Kyrylo Budanov, head of the Office of the President
- Budanov's first deputy, Serhii Kyslytsya
"A two-day meeting is expected. We also count on the European team, which will join our and the American negotiating group," the head of state said.
He also added that European partners will join the negotiating group.
At the same time, the negotiations are taking place against the backdrop of restrained assessments from Washington: the day before, US Secretary of State Marco Rubio stated that ending the Russo-Ukrainian war through diplomatic negotiations is currently "unreachable."
Background
It should be noted that Trump's special envoys already visited Moscow and Kyiv in early September. Since then, they have continued working with the Ukrainian and Russian sides on an updated peace initiative.
