Ukrainian parliament's Speaker Ruslan Stefanchuk stated this in a comment to NHK, as quoted by Rubryka.
"Following President Zelensky's meeting with US Special Representative for Ukraine Keith Kellogg, the Ukrainian government will launch an expert group on Monday to work on signing an agreement with the US," Stefanchuk said.
He emphasized that while Ukraine is open to cooperating with international partners on mineral resources, it seeks specific security guarantees in return. Stefanchuk expressed Ukraine's commitment to constructive discussions and its desire to hold a summit with the US as soon as possible.
Addressing Trump's recent remarks about the need for Ukraine to hold presidential elections, Stefanchuk pointed out that Ukrainian law prohibits elections during martial law.
"It is impossible to hold fair elections while the Russian invasion continues, as military personnel would be unable to participate," he stated.
Stefanchuk also reiterated that ending the war requires more than just Russia's withdrawal and the return of occupied territories. He stressed that Russia must also take responsibility and pay reparations to all those affected by the war.
What is known about the rare earths deal?
US President Donald Trump has stated that he wants to negotiate an agreement with Kyiv in which Ukraine would supply the United States with rare earth minerals essential for electronics in exchange for American aid.
In response, President Volodymyr Zelensky expressed Ukraine's willingness to cooperate but emphasized that the country does not intend to simply "give away" its resources. Instead, he proposed a mutually beneficial partnership. Zelensky also welcomed American investment in Ukraine's rare earth mineral extraction sector as part of a broader aid agreement. He noted that he had previously discussed this with Trump in September 2024 and included it in his Victory Plan as a key point.
On February 15, reports emerged that the Trump administration had proposed that Ukraine transfer 50% ownership of its rare earth mineral resources to the U.S. However, Zelensky refused to sign the agreement, citing the absence of security guarantees for Ukraine.
Later, media reports suggested that the US administration might pursue a simplified minerals agreement with Ukraine to expedite the process, with plans to negotiate detailed terms afterward.
