Solutions from Ukraine: Ukraine to introduce Unified State Register of Pets to promote animal welfare and prevent disease spread
Ukraine is introducing a governmental pet database – a platform that aims to streamline the registration process for cats, dogs, and even ferrets. The initial phase has commenced and will involve the participation of veterinary clinics and professionals who will utilize the platform. Training webinars have been scheduled for them, and they will also have access to guidance on authorization.

What is the problem?
According to the Ministry of Agrarian Policy and Food of Ukraine, the newly implemented Unified State Register of Pets will help minimize the spread of hazardous diseases, align Ukrainian laws regarding animal welfare with those of Europe, and cultivate a sense of responsible pet ownership.

"Thanks to the state register, the Ministry of Agrarian Policy and the State Service for Food and Consumer Protection will collect and analyze data on the number of domestic animals, their health status, and vaccination.
For the first time in the history of independence, the state will receive accurate data on the number of domestic animals and will be able to control their vaccination status. Such information is highly relevant for effectively reducing the risk of spreading dangerous infections, such as rabies," the message says.
How does it work?
The register operates on the Diia.Engine platform. Data on cats, dogs, and ferrets will be stored there, including:
- the name and description of the animal;
- information on vaccination and sterilization;
- contacts of owners or keepers;
- other data essential for the health of the animal.
The platform will be launched in two stages.
In the first stage, veterinary clinics and doctors can authorize themselves by applying to the State Service for Food and Consumer Protection. The head of the veterinary medicine institution must fill out an application in the Register office. This process takes no more than 30 minutes.
Within ten business days, the State Service for Food and Consumer Protection checks it, approves or rejects it, and sends a notification of the review result to the applicant's email.
"After confirming the authorization, the head of the veterinary institution will be able to enter data about veterinarians who will directly register four-legged patients into the Register. After that, veterinarians must go to their offices in the Register to complete their registration and add data about themselves," the Ministry of Agrarian Policy said.
After successful authorization, which occurs only through the state interface, the veterinary institution is ready to start registering pets. This will coincide with the official start of the second stage of the launch—the animal registration campaign. It will be announced separately.
Using the Register has several advantages. Among them:
- recovery of lost documents and data about the registered animal;
- search for lost animals;
- simplified travel with animals within Ukraine (this opportunity will appear next year – after the veterinary passport appears in Diia).

It should be noted that the All-Ukrainian Humanist Movement "UAnimals" has established a platform for individuals to launch fundraising campaigns on their birthdays or other special occasions to support animal welfare initiatives.
It was also reported that the humanist movement "UAnimals" and the MasterZoo pet store chain launched a "Paw of Care" fundraiser for the sterilization of animals in front-line cities and villages where there are no veterinary clinics.
