The Helsinki city government made the decision to donate on November 11, 2024. Since the onset of the war, Helsinki has actively supported Ukrainian cities impacted by hostilities.
"The City of Helsinki has supported Ukrainian cities in various ways since the start of Russia's aggression. As the war continues, there remains a steady need for assistance to address the damages and losses caused by the conflict," noted the city administration.
The donation includes used vehicles and other equipment suitable for ongoing needs in Ukraine.
"The demand for aid in Ukraine touches all parts of society. Sending tangible assistance to Ukraine also underscores our commitment to cooperating with Ukrainians. Since the beginning of the war, Helsinki has supported Ukrainians both here and those who remained in their homeland," commented Helsinki Mayor Juhana Vartiainen.
This humanitarian aid is coordinated by Finland's Ministry of the Interior Rescue Department as part of the EU Civil Protection Mechanism. The Ministry manages the delivery and transfer of donations to Ukraine, as in previous instances.
Finland's assistance
On November 12, Ukraine and Finland signed a Framework Agreement for projects funded under the Finnish-Ukrainian Investment Fund (FUIF). This agreement includes plans for loans of up to €50 million in 2025. Further implementation will require credit agreements specifying the loan amounts, terms, and conditions.
Ukraine has also proposed that Sweden and Finland support its defense-industrial complex similarly to the "Danish model," which involves direct financing of manufacturers.
Additionally, Ukraine and Finland have established a Civil Defense Coalition focused on creating a modern system of shelters.
In September, Finland announced a new aid package for Ukraine valued at €118 million.
