Western countries' rejection of Ukraine's Victory Plan could bolster Russia and deteriorate Kyiv's position – Zelensky
Western countries' refusal to back Ukraine's victory plan is a grave error that will weaken Kyiv and strengthen Russia. However, the Ukrainians will persist in their fight despite the challenges they will face in this scenario.
President Volodymyr Zelensky stated that at the press conference following his participation in the meeting of the European Council.
"What if our partners don't give us [what is necessary to fulfill points of the Victory Plan – ed.], or don't support the plan?" the president asked.
However, he emphasized that the Victory Plan involves providing Ukraine with modern weapons, strengthening its economy, and inviting it to NATO.
Zelensky emphasized that these points are important for protecting Ukraine and ensuring that resources and investments remain in the country and do not go to Russia or its allies.
"And it will be tough if they don't give it to us. And it will be privileges from the world to Russia. Ukraine's weakness is a strength for Russia. And I think it will be a big mistake," the Ukrainian head of state said.
Invitation to NATO and preventive measures
The President also noted that an invitation to NATO and the provision of a deterrence package, including long-range weapons, can be provided to Ukraine preventively.
"That is, it is not NATO membership yet. Yes, it is an invitation, but it is a sign that we will be there and that Ukraine is not alone. And also with weapons, with a package of missiles. Before using this package, there was always an opportunity to give a signal, "Let's stop the war," the president said.
Second Peace Summit
Regarding the possibility of holding the second peace summit without fulfilling the points of the plan, in particular without an invitation to NATO, Zelensky answered that preparations for the summit should continue under any conditions.
"We are preparing the summit in any case. It's just a matter of when all our partners want Russia and its representatives to be there at the second peace summit, in addition to the document that is prepared on all points regarding the formula. In my opinion, Ukraine should be strong there.
And what will happen if they do not give [invitation to NATO – ed.]? We will still fight. And we will still defend our interests and our rights. But at the same time, we will still prepare for the second summit," Zelensky said.
However, according to him, Ukraine's position at such a summit will be significantly weaker if the West does not provide the necessary support.
Zelensky emphasized that, despite possible difficulties, Ukraine will continue to defend its interests and rights, even if it has to do so alone.

NATO Secretary General Mark Rutte emphasized that he does not rule out that Ukraine will join the Alliance as its 33rd or 34th member and called on NATO to increase the supply of weapons to Ukraine to 40 billion euros. However, he did not answer the journalists' question of whether it is possible to invite Ukraine to the Alliance shortly.
