Britain develops proposal for Victory Plan implementation – Syrskyi

Great Britain is actively working to develop practical proposals to support the implementation of President Volodymyr Zelensky's Victory Plan for Ukraine, which he presented to international allies.

Ukraine's Commander-in-Chief Oleksandr Syrskyi reported that after a telephone conversation with the Chief of Defense Staff of Great Britain, Tony Radakin.

Although the details of the proposals are currently not disclosed, Syrskyi noted that they discussed the possibility of strikes on Russian military facilities "in operational and strategic depth."

They also discussed key aspects of Ukrainian-British military cooperation, in particular:

• supply of military equipment and weapons,
• personnel training,
• increasing the effectiveness of the use of high-tech means of destruction.

According to the Telegraph's report, Great Britain backs Ukraine's intention to use Storm Shadow missiles against Russia. However, London is cautious about making this support public, fearing a potential disagreement with the United States on the matter.

The Telegraph reports that the UK's stance remains unaltered despite Ukrainian President Volodymyr Zelensky's attempts to remove limitations on the use of Storm Shadow missiles. The British government has not granted permission for Ukraine's armed forces to deploy these weapons to target the Kursk region.

US President Joe Biden and British Prime Minister Keir Starmer even met to discuss the issue of such permission for Ukraine. Still, after the meeting, they only confirmed their "unwavering support" and did not announce permission to strike Russia.

Volodymyr Zelensky arrived in Croatia on an official visit. There, he addressed the participants of the third "Ukraine-Southeastern Europe" summit and announced real steps towards peace.

Also in Dubrovnik, the President of Ukraine, Volodymyr Zelensky, held separate meetings with the Prime Ministers of Albania, North Macedonia, and Greece – Edi Rama, Hristijan Mickoski, Kyriakos Mitsotakis, and the President of Slovenia, Nataša Pirc Musar.

• On October 10, Zelensky will visit Great Britain, France, Italy, and Germany for talks with the leaders of each state: Keir Starmer, Emmanuel Macron, Giorgia Meloni, and Olaf Scholz.
• On October 10, Volodymyr Zelensky arrived in London. He met with British Prime Minister Keir Starmer and NATO Secretary General Mark Rutte during his visit. Zelensky also unveiled his Victory Plan in the UK.
• Then, on the same day, the Ukrainian head of state arrived in Paris, where he met with French President Emmanuel Macron and presented the Victory Plan for Ukraine.
• Late in the evening, the Ukrainian president arrived in Italy and met with Giorgia Meloni, the head of the Italian government.
• On October 11, Ukrainian President Volodymyr Zelensky visited the Vatican to meet Pope Francis. During their meeting, the president gifted the pontiff with a painting depicting the massacre in Bucha.
