The leaders discussed details to "strengthen the plan" and coordinated their positions, views, and approaches. Zelensky stated that he and Biden instructed their teams to consult on the next steps.
"We deeply appreciate that Ukraine and America have stood side by side from the very first moments of the Russian invasion. Your determination is incredibly important for our victory," Zelensky said.
During the meeting, Biden announced additional military aid to Ukraine and reiterated the US and its partners' long-term support for Kyiv.
"Let me be clear: Russia will not win the war. Russia will not dominate Ukraine. Ukraine will win, and we will continue to support you every step of the way," Biden said.
The purpose of the White House meeting was to discuss Ukraine's "Victory Plan," according to Biden.
"This is exactly what we will discuss today – how Ukraine and its people will win this conflict," Biden said before the meeting in the Oval Office.
Biden identified two key elements that Ukraine needs to secure victory at this stage, areas where Western partners can provide critical support.
"These two elements are essential to how this war will end," Biden stated.
Military aid and long-term economic support
The first element Biden emphasized was strengthening Ukraine's position on the battlefield.
"That's why today I am announcing a $2.4 billion security assistance package. I have also instructed the Pentagon to utilize all remaining funds allocated to Ukraine through the end of my term, until January 20. This will bolster Ukraine's position in future negotiations," Biden said.
The second key element Biden highlighted involves long-term support for Ukraine, which was discussed during the NATO summit this summer.
"As noted at the Washington summit, we must support Ukraine on its path to membership in both the EU and NATO, as well as in continuing anti-corruption reforms and strengthening democracy, which you are actively working on," Biden said.
He emphasized that Ukraine's partners must help ensure the country has enough capacity "to deter future Russian aggression."
Biden also pointed to significant progress in both areas, mentioning the creation of the "Ukraine compact" over the summer, which includes more than 20 countries committed to ensuring Ukraine's long-term security.
Additionally, Biden announced that over 30 countries, along with the EU, had adopted a Joint Declaration on Support for Ukraine's Restoration and Reconstruction. Part of this effort involves seizing and freezing Russian assets.
"With these actions, we make it clear that we will support Ukraine now and in the future," Biden concluded.
Zelensky has also presented the plan to members of the U.S. Senate and House of Representatives.
The Office of the President noted that Biden will convene a meeting of the Ukraine Defense Contact Group in Germany at the leadership level. During this event, the presidents of Ukraine and the United States will meet bilaterally to assess the progress of consultations and coordinate additional assistance with international partners.
"President Biden is committed to ensuring Ukraine receives the support it needs to win," the White House said in a statement.
This is expected to be the final meeting between President Zelensky and President Biden, as Biden has decided not to seek re-election and will leave office early next year.
It is worth noting that on September 26, Ukrainian President Volodymyr Zelensky visited the US Capitol, where he is expected to hold a series of meetings. Zelensky is also scheduled to meet with US Vice President Kamala Harris today.
Additionally, on the sidelines of the UN General Assembly, Zelensky met with President Biden, UN Secretary-General António Guterres, and the chairman of the 79th session of the General Assembly.
