Zelensky's victory plan ensures security guarantees and sustained international aid for Ukraine – The Times
President Volodymyr Zelensky's victory plan provides security guarantees and the continuation of international aid for Ukraine.
The Times writes about this, referring to its sources.
Zelensky's victory plan probably involves:
- offering Ukraine security assurances like those outlined in Article 5 of the NATO charter without specifically mentioning joining the organization;
- continuing Ukrainian military operations in the Kursk region of Russia to potentially gain leverage in territorial negotiations;
- seeking access to advanced weaponry;
- and receiving international financial support to rebuild the devastated Ukrainian economy.
The Times reports that Zelensky aims to "shield" American support for Ukraine from Trump's impact, following his and James D. Vance's statements that the war could be resolved by making territorial concessions to Russia.
At the same time, one of the Times's interlocutors emphasized that the freezing of the war "certainly cannot be the basis for negotiations."
In addition, according to the publication, US President Joe Biden is unlikely to announce permission to strike Russia with Western missiles. One of the Times's unnamed interlocutors said:
"The threat level from the Russians and Putin has never been higher. And the main problem is that we don't know where the real red lines are."
For reference:
Earlier, President Volodymyr Zelensky stated that Kyiv wants to develop a plan to end the war and simultaneously strengthen its capabilities on the battlefield. He explained that if the pressure on Russia continues, it can be forced to a diplomatic settlement.
Subsequently, Zelensky began discussing the "plan for victory" in the war. According to the head of state, Ukraine will retain Russian territory, an integral part of this plan. He also explained that the document can pave the way to a reliable peace — to implement the "peace formula fully."
Ukraine will present this plan to international partners. For this purpose, the president will meet with his American colleague Joe Biden in September. Volodymyr Zelensky plans to discuss with US President Joe Biden the lifting of restrictions on Ukraine's armed forces' use of long-range missiles.
On September 18, Ukraine's President, Volodymyr Zelensky, said that the victory plan was already fully prepared.
The head of the Ukrainian state, Volodymyr Zelensky, noted that Ukraine's victory plan will be open to all countries, including the Russian Federation, and Russia may also be at the second peace summit.
"This plan is about Ukraine, about our soldiers. There are not many points, and in my opinion, this is good. Each point will depend on Biden's decision," Zelensky emphasized in a conversation with American journalist Fareed Zakaria.
