Ukraine's victory plan will be open to all countries, including the Russian Federation, which may also attend the second peace summit.

President Volodymyr Zelensky made this statement during a meeting with journalists on September 20, according to RBC-Ukraine.

Zelensky emphasized that the plan includes specific actions that Ukraine's strategic partners must undertake, asserting, "These actions depend exclusively on partners, and no one can say it depends on the Russian side."

He described the plan as a "bridge to the peace summit" and a crucial tool for enhancing Ukraine's political and military strength.

"The plan is a bridge to the peace summit and any stage of ending the war. It strengthens Ukraine politically, in terms of weapons, and helps clarify what our future will look like after the war. This plan will be presented to President Biden, the presidential candidates in the United States, and all other partners," he said.

Zelensky reiterated Ukraine's readiness to include Russia at the second peace summit, as all allies agree that the Russian Federation should participate.

In addition, Ukraine is actively working on a peace plan for negotiations with the Russian Federation, which will be the start and foundation for talking in any format with the Russian Federation: three points of the plan are ready.

What is known about the Victory Plan

Earlier, President Zelensky stated that Kyiv aims to develop a plan to end the war while simultaneously bolstering its military capabilities. He believes that continued pressure on Russia could lead to a diplomatic resolution.

Zelensky has specified that the "victory plan" includes retaining Russian territory, which is essential to the strategy. He explained that the document can pave the way for reliable peace through the full implementation of the "peace formula."

Zelensky is scheduled to travel to the United States next week to participate in several important meetings and events. He plans to present his "victory plan" to President Joe Biden and candidates Kamala Harris and Donald Trump.

On September 18, Zelensky confirmed that the victory plan is now complete. The United States has indicated that it has reviewed the plan and believes that Zelensky's strategy "can work."
