What is the problem?
Given the current full-scale war, the Ministry of Foreign Affairs has emphasized the urgency of updating the "e-Consul" system and making it easier to access its consular services.
Approximately 7.5 million Ukrainian citizens reside overseas, with a majority being compelled to flee their homeland as a result of the Russian invasion. These individuals require significant support from consular services due to lost documentation, unresolved property matters, and their children's care arrangements.
According to the Ministry of Foreign Affairs, it utilized all available resources to complete over 2 million consular operations in 2022-2023 with just 300 consuls. However, the demand for consular services continues to be exceedingly high and surpasses the capacity of most countries' consular services.
In November 2023, the Ministry of Foreign Affairs initiated a project to modernize consular information systems, automate business processes, and enhance consular institutions' effectiveness with the support of international technical assistance.
What is the solution?
At the meeting on August 16, the Cabinet of Ministers [Ukraine's government – ed.] instructed the Ministry of Foreign Affairs to ensure the operation of the "e-Consul" system.
So far, the Ministry of Foreign Affairs of Ukraine has revealed the first details of the modernized information and communication system "e-Consul."
How does it work?
The digital platform is up and running and currently being tested in closed mode to ensure functionality:

The Ministry of Foreign Affairs is currently integrating the system with state databases and information systems. This will significantly decrease the time it takes to provide citizens with their services, with a potential reduction of 30-80%, depending on the specific service.
The new system will gradually eliminate the need to submit data or documents that are already in the state's possession. It will also enable the implementation of the first remote services, eliminating the need to physically visit the consul.
It is expected that Ukrainians will be able to use the updated system already this year.
In the future, the Ministry of Foreign Affairs plans to expand its use of remote services, including incorporating online payments and utilizing the Diia platform for document distribution in partnership with the Ministry of Digital Transformation.
The ministry pointed out that the capabilities and convenience of "e–Consul" will gradually expand.
