Solutions to win: Zelensky approves creation of unmanned systems forces in Ukraine's army
The President of Ukraine, Volodymyr Zelensky, signed a decree approving the decision of the National Security and Defense Council to create unmanned systems forces within the structure of Ukraine's armed forces.
The relevant decree No. 382/2024 was published on the president's website.
In accordance with Article 107 of the Ukrainian Constitution, Zelensky decided to implement the decision of the National Security Council of June 25 "On the creation of the unmanned systems forces as a separate type of force in the structure of Ukraine's armed forces."
The secretary of the National Security and Defense Council oversees the implementation of the decision.
It should be noted that the decree enters into force from the day of its publication.
The National Security Council's decision supported the Cabinet of Ministers' [Ukraine's government – ed.] proposal to create unmanned systems forces separately in the armed forces' structure.
The government is instructed to submit relevant proposals for the establishment of the Unmanned Systems Forces to the Verkhovna Rada [Ukraine's parliament—ed.] within a month in accordance with the established procedure.

It is worth mentioning that on February 6, President Volodymyr Zelensky instructed to work out the issue of creating a separate type of forces in the structure of the Ukrainian army — the Forces of Unmanned Systems.
The document states that its purpose includes:
- increasing the capabilities of Ukraine's armed forces regarding the use of unmanned and robotic air, sea, and land systems,
- ensuring readiness for the use of such systems as intended.
Defense Minister Rustem Umerov emphasized that creating a new type of force in the armed forces is "an important step in the development of the Ukrainian army" because it involves "new doctrines, applications, planning, and orders."
The unmanned systems forces were created on May 7. The Cabinet of Ministers supported the draft of the President's decree on making this type of troops.
On June 10, Colonel Vadym Sukharevskyi was appointed commander of the newly established forces.
A neural network created a swallow that became the emblem of a revolutionary army. According to the commanding officers, the swallow holds excellent significance in Ukrainian culture as a symbol of the news of victory.
