China and Brazil back Ukraine peace conference only with Russia’s participation

On May 23, the governments of China and Brazil published a joint statement on the resolution of the war between Russia and Ukraine, advocating political negotiations to achieve peace. They believe that the conference should be held only with the participation of the Russian Federation.

According to the Brazilian government's statement, the Chief Adviser to the President of Brazil, Celso Amorim, met with China's Foreign Minister, Wang Yi, in Beijing on May 23 to discuss the search for a "policy to solve the problem" regarding the so-called "crisis" in Ukraine and de-escalation of the situation.

Among the joint agreements cited by China and Brazil, they both "support an international peace conference recognized by both Russia and Ukraine."

"China and Brazil support an international peace conference held at the appropriate time, which is recognized by both Russia and Ukraine, with equal participation of all parties and an honest discussion of all peace plans," the document reads.

According to Amorim's press service, Brazil and China now "must involve friendly countries in organizing" the meeting.

In many respects, other "joint agreements" reproduce what the Chinese diplomacy defended at the meetings of its special representative at the negotiations devoted to the war in Ukraine—for example, the refusal to use weapons of mass destruction and attacks on nuclear power plants.

Specifically, Brazil and China, in a joint statement, believe that to decrease the intensity of the conflict, it is crucial to follow three principles:

  • avoid expanding the scope of the conflict;
  • prevent further increases in aggression;
  • stop instigating the situation from either side.

Leaving the topic of war aside, China and Brazil are in favor of avoiding "the division of the world into isolated political or economic groups," in general, according to the released document. This is said to be part of an effort by China and Brazil to prevent a new Cold War.

According to the statement, both countries call for mobilization to "strengthen international cooperation" in sectors such as:

  • energy,
  • trade,
  • food safety.
  • as well as "security of critical infrastructure, including pipelines and submarine optical cables, to protect the stability of global industrial and supply chains."

In total, the document formulates six points, the implementation of which, according to Beijing and Brazil, will allow solving the "Ukrainian crisis," as the two capitals call the full-scale war unleashed by Russia against Ukraine. Russia itself is not mentioned in the communique even once, and it is not clear whether these appeals even refer to the aggressor country, which has been carrying out a brutal invasion of a neighboring sovereign state for more than two years.

"Both sides (China and Brazil) invite members of the international community to support and approve the above joint agreements and jointly play a constructive role in de-escalating the situation and promoting peace negotiations," the document reads.

Brazil's president, Luiz Inacio Lula da Silva, decided not to participate in the peace summit regarding Ukraine, which will be held on June 15 and 16 in Switzerland.

It is worth noting that this communique corresponds well with China's so-called "peace plan" for Ukraine.

It's worth noting that China and Brazil, along with Russia and other countries, are members of the BRICS organization. Last year, Russian President Vladimir Putin had planned to attend the BRICS summit but ultimately decided not to come to avoid potential arrest by the ICC in Pretoria, South Africa, where the summit was taking place.
