Sweden proposes streamlined process for Ukrainian refugees to receive social security numbers

The Swedish government has suggested simplifying the process for Ukrainian refugees to register and receive social security numbers.

What is the problem?

Sweden has extended the period of stay for Ukrainian refugees until March 4, 2025. This means that anyone covered by the Temporary Protection Directive will be able to get an extended residence permit in Sweden.

Ukrainians are eligible to acquire a residence permit with temporary protection under the Directive on temporary protection under the following conditions:

  • They are citizens of Ukraine;
  • They hold a status or residence permit as a person in need of protection in Ukraine;
  • They are accompanying family members of either of the two categories above.

As the Minister of Migration, Maria Malmer Stenergard, said, Ukrainians have full access to medical care, including access to dental care.

In addition, they will have the opportunity to supervise children and be on parental leave.

"By using their social security number, they can also get a bank ID, which makes it easier to contact the authorities and, for example, the children's school," she added.

This rule pertains to Ukrainian individuals who possess a residence permit in Sweden under EU regulations. Currently, they must reside in Sweden for three years before being eligible for registration in the population registry and obtaining a social security number.

What is the solution?

The Swedish government has also submitted a proposal to make life easier for Ukrainian refugees by offering faster registration and social security numbers.

How does it work?

As noted in the publication, the government plans to change this condition so Ukrainians can register within a year. The government wants the new rules to come into effect on November 1.

Ukrainians who register can also participate in the program of the employment agency, which provides support and measures for:

  • learning the Swedish language
  • job search.

Then, Ukrainian immigrants will receive more money.

Currently, Ukrainians can receive a daily allowance from the Swedish Migration Agency, which amounts to 71 Swedish crowns per day (7 euros), and participating in the program will receive 308 Swedish crowns (30 euros).

However, refugees from Ukraine will not be entitled to all benefits. For example, they cannot receive child benefits or housing benefits.

It is essential to mention that the National Bank of Ukraine anticipates the gradual return of migrants to Ukraine in 2025-2026, but rather slowly due to the increasing adaptation to life abroad. However, there is still a significant risk that a large portion of citizens may not come back.
