Diia e-government app presents an interactive map of shelters, which will help everyone find the nearest shelter and report it if it is closed.

What is the problem?

During the shelling of Kyiv on June 1, 2023, three people died after their nearest shelter was closed.

After this tragic incident, Ukraine conducted a large-scale inspection of bomb shelters across the country. President Volodymyr Zelensky ordered to increase in criminal liability for improper maintenance of shelters and failure to provide access to them.

What is the solution?

At the end of 2023, the number of shelters that meet the standards increased by almost 2,000.

About 84% of the more than 60,000 civilian protection facilities in the government-controlled area meet the established requirements. At the beginning of the full-scale war, this figure was three times lower.

Diia has launched an interactive map of shelters that will help everyone find the nearest one.

How does it work?

"Plan a route to the shelter and share it with your loved ones. You can also download the shelters in your region in case there is no internet connection. Stay safe even if you are offline," noted the digital minister Mykhailo Fedorov.

Citizens can also evaluate shelters in Diia and leave feedback on them. They will be forwarded to local authorities, which will be obliged to respond and solve existing problems.

Ukraine's interior minister Ihor Klymenko says the State Emergency Service and police conduct monitoring and quarterly inspections of shelters to update data on their condition and accessibility to the public.

The European Commission is allocating €15 million to build new bomb shelters for schools in hotspots. Lithuania is providing an additional €500,000 and will be responsible for the project's implementation.
