Solutions from Ukraine: nine regions to launch safe educational environment project
Active law enforcement officers have begun training to join educational institutions as part of the "Educational Security Service Officers" project. These officers will eventually be replaced by Public Security Service officers, who will undergo selection and training after recruitment.

What is the problem?
The project "Educational Security Service Officers" is implemented at the initiative of the state leadership with the participation of the Ministry of Education and Science of Ukraine, the Ministry of Internal Affairs, and the National Police.
Its purpose is to protect children in schools in the face of Russia's full-scale war against Ukraine and to create a safe environment after the war.
Already in January, 402 schools close to the combat zone and located near the Russian and Belarusian borders, which work in offline and mixed mode, will be provided with security officers temporarily from among the active employees of the security police, patrol police, and other units of the National Police.
That includes the regions of Volyn, Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Kyiv, Mykolaiv, Rivne, Sumy, and Chernihiv.
What is the solution?
Training for active law enforcement officers who will join the service in educational institutions as part of the "Educational Security Service Officers" project began on January 15. These police officers will temporarily serve in this capacity until the competition is announced and the future officers of the Educational Security Service undergo selection, training, and preparation.
It is essential that an officer of the Educational Security Service is not a security guard but a specialist in security issues in an educational institution. In addition to police skills and the implementation of security protocol, they will have knowledge of the child's psychology to understand it and, if necessary, help in time and take the required measures.
Public Security Service officers will mediate between school administrations, parent committees, and children and work with educators to create a safe environment for children.
How does it work?
The new model of educational law is designed to provide a safe environment in which children will grow up.
The powers of the police will include:
- access regime (many schools will install unique frames and metal detectors),
- communication with emergency services,
- calling the police and personal response to offenses, their termination,
- detention of offenders.
One of the most important moments in the work is communication with children in the educational institution, particularly about the threat of explosives and any unknown objects the child may encounter.
As part of implementing the project to create a safe educational environment, the police officer who will monitor law and order in the educational institution will undergo training for half a year, of which four months will be theoretical training and 2 – the actual training of these persons.
