Rebuilding Ukraine: Bucha unveils dashboard for tracking restoration costs in the region

A presentation was given in Bucha on a dashboard for monitoring expenses related to the reconstruction of Kyiv region after the full-scale invasion by Russia.

What is the problem?

Kyiv region is one of the most affected by Russian aggression. Therefore, the main task is to restore critical infrastructure and rebuild housing.

In the region, the Russian invaders destroyed and damaged about 26,000 objects, of which almost 5,000 private houses and about 170 high-rise buildings were utterly destroyed.

The regional military administration noted that more than 18,000 objects, over 16,000 of which were housing, were completely and partially damaged in the Bucha district alone.

A significant amount of funding is required to reconstruct the infrastructure the state provides. However, the average Ukrainian cannot verify whether these funds are being utilized for their intended purpose.

What is the solution?

That is why the Fiscal Policy Research Center and the Kyiv Regional Military Administration presented an interactive map that will allow tracking of the expenses for the recovery of the Kyiv region after a full-scale Russian invasion on February 24, 2022.

The dashboard was created as part of the project "Emergency Support of Civil Society and Mass Media in Response to the War in Ukraine" with the assistance of the European Union and the International Renaissance Foundation.

"Even if we encounter challenges, we are fully transparent. Should anyone have concerns, they have the option to report to law enforcement. Along with our subcontractors and technical supervisors, we will provide a detailed account of the situation to law enforcement.

In my view, if we exhibit full disclosure, people will have more trust in us, " Ruslan Kravchenko, head of Kyiv Regional State Administration, said.

As emphasized, this will help journalists, activists, civil servants, and all interested professionals find information about reconstruction and how the funds are used.

How does it work?

The map currently shows information only about the Kyiv region, but in the future, it is planned to expand it to the whole of Ukraine.

The dashboard reflects state budget expenditures for restoring facilities destroyed or damaged due to Russian attacks from February 24, 2022, to August 31, 2023.

The interactive map allows you to get information about financing the reconstruction of damaged objects at the level of:

  • districts,
  • communities,
  • settlements.

For each reconstruction object, in addition to the label on the map, information is available about:

  • the address,
  • manager of funds (who pays for the work),
  • the recipient of the funds (who carries out the work),
  • budget program under which financing is carried out,
  • amount of funds (the amount actually paid because the contract for financing the object may be for a more significant amount that has not yet been paid),
  • object type.

In addition to the selection of territories, the dashboard allows you to filter data by years and types of objects (housing, medicine, education, etc.).

In the tool, you can also see the total number of objects and total amounts, which companies receive the most funds for reconstruction, and who orders the most reconstruction.

"At the moment, data on restoration is entered only at the expense of the state budget as of August 31, 2023. The large-scale update of the data will be on January 1, 2024. We will also add information on objects restored with other sources' funds.

In general, to date, we have already fully and partially restored more than 15,000," noted Kravchenko.

The data for the dashboard is taken from payments and is available on a single portal for the use of public funds.

It should be noted that the construction of the first kitchen factory in Ukraine was completed in Bucha, Kyiv region.
