75% of Ukrainians are ready for possible electricity supply problems in winter
Almost 75% of surveyed citizens of Ukraine prepared for possible problems with energy supply in winter: young and middle-aged people prepared most intensively, as well as better-off residents of the capital.
Rubryka writes about this, referring to the survey "Ukraine in conditions of war" conducted by the sociological group Rating.
According to sociologists, among the most popular measures, the respondents named:
- purchase of flashlights and batteries,
- preparation of food and drinking water supplies,
- purchase of batteries and generators.
More than half of the respondents took each of the mentioned measures.
As experts emphasized, the most intensively prepared for energy supply problems were:
- Kyiv residents,
- young and middle-aged people,
- better-off citizens.
Urban residents were slightly more likely than others to buy flashlights and batteries and stock up on drinking water, while rural residents were more likely to purchase generators.
The intensity of preparation for energy supply problems is also influenced by sentiments regarding what problems Ukraine will face in winter. As sociologists emphasized, pessimists, in anticipation of difficulties, make more efforts to prepare for winter than optimists.
At the same time, the majority of Ukrainians (74%) answered that they do not plan to leave their homes for a week in the event of a lack of electricity.
Instead, almost a quarter plan to move to another place:
- 11% — within the settlement,
- 8% — to another settlement,
- 3% — to a temporary place of residence (for example, a school),
- only 2% are considering going abroad.
Most often ready to move:
- residents of Kyiv,
- in general, city dwellers,
- better off
- younger
72% of respondents indicated a Point of Invincibility in their locality. At the same time, in rural areas, almost 40% of residents noted there are no places in their settlement in case of an emergency.
If we rely on people's answers, there are the most Points of Invincibility in Kyiv and the liberated and front-line territories.
The survey audience is the population of Ukraine aged 18 and older in all regions, except for the temporarily occupied territories of Crimea and Donbas and territories where there was no Ukrainian mobile connection at the time of the survey.
The sample is representative in terms of age, gender, and type of settlement. In total, 1,000 respondents were interviewed on November 22-23, 2023. The CATI (Computer Assisted Telephone Interviewing) method was used based on a random sample of mobile phone numbers.

Preparation for Russian terror in winter
We will remind that during the heating season in 2022, the Russians launched more than 1,200 missiles and drones at critical energy facilities. Over 250 hit the target and damaged 43% of the trunk networks. All thermal and hydroelectric power plants suffered varying degrees of damage.
However, analysts and experts believe the enemy cannot leave Ukrainians without electricity this winter. But the military warns that the enemy may be preparing for attacks, in particular, they will use Shahedi.
The Minister of Energy of Ukraine, Herman Halushchenko, also believes that the Russian army is probably expecting a steady decrease in temperature and worsening weather conditions to deliver another blow to Ukraine's energy sector.
As the Minister of Energy of Ukraine, Herman Halushchenko, noted, in Ukraine, during massive Russian attacks, the enemy can cause large-scale damage to the energy system, so blackouts are possible.
In turn, the Ukrainian government and the General Staff of the Armed Forces of Ukraine made a decision to protect energy infrastructure facilities: energy facilities received three levels of protection.
Ukrenergo is confident that Ukraine will have enough electricity in winter, but massive shelling by the Russians could change the situation. Therefore, energy experts also consider worst-case scenarios in winter.
Ukraine is also undergoing the largest energy repair campaign in history. 1.5 GW of additional capacity out of the planned 1.7 GW has already been added to the power system.
