Solutions to win: Ukraine accelerates supply of new weapons to its armed forces
The Ministry of Defense has expedited the delivery of new weapon models to the Armed Forces of Ukraine, Rubryka reports.
What's the problem?
As reminded by the ministry, previously, for a weapon or piece of equipment to reach the Armed Forces, manufacturers had to go through a six-stage procedure that could take several months.
What's the solution?
Now, one of the most time-consuming bureaucratic obstacles, issuing an order for commissioning, which usually took about a month to coordinate with various structures of the Ministry of Defense and the General Staff, has been removed from the mentioned procedure.
How does it work?
The acceleration became possible thanks to changes to Cabinet Resolution No. 345 of February 25, 2015, made at a government meeting on November 21 of the current year at the initiative of the Minister of Defense.
Due to the changes, the process of delivering new weapon models and military equipment is expected to be reduced to 20 days.
The term may vary depending on the quality and completeness of the materials the manufacturer provides.
The updated fast track for the supply of weapons also includes reducing the time frames at other stages. In particular, according to the changes, testing new weapon models and verifying their combat characteristics will take place directly on the battlefield.
"In the case of successful results, no additional tests are needed (as it was, for example, with the wheeled self-propelled howitzer 'Bohdana,' which performed excellently in combat missions)," said the Ministry of Defense.
Another important change concerns the purchase of the most needed classes of drones ("micro" and "mini") for civil or dual use, which can be adapted for combat tasks.
From now on, the state customer can purchase such unmanned aerial vehicles even if they are not approved for use and not codified as a supply item.
Background
In 2024, the newly established enterprise of the Ministry of Defense — the State Operator of the Rear — will handle the supply of the Armed Forces with clothing, food, fuel and lubricants, body armor, helmets, and tactical gear. As Rubryka previously reported, the Minister of Defense signed an order appointing experienced manager Arsen Zhumadilov as the CEO of the State Operator of the Rear.
Zhumadilov said that one of the first purchases of the agency would be tourniquets. Currently, the enterprise, together with the Ministry of Defense and the Ministry of Health, is determining quality criteria.
The department also works to ensure that body armor, helmets, tactical gear, clothing, and food for the Armed Forces are of Ukrainian production. The ministry initiated a meeting with representatives of Ukrainian businesses supplying these goods to the army. Entrepreneurs are ready to fully provide the rear needs of the Armed Forces with high-quality products.
Agency employees will analyze the market and prices, communicate directly with suppliers, evaluate them, and analyze their work.
Currently, the enterprise is preparing for the first purchases in nutrition. From December 2023, the agency "State Operator of the Rear" will be responsible for purchasing food for the army.
