Ukrainian peace formula meeting yields promising results: nuclear, food, and energy security top priorities in Malta
On October 28-29, the third meeting regarding the Ukrainian "peace formula" was held in Malta, where the participants focused on the issues of nuclear, food, and energy security, as well as the release of prisoners and deportees and the restoration of the territorial integrity of Ukraine.
The Office of the President of Ukraine reported this.
As noted, five points of the "peace formula" were discussed in Malta.
Working groups consisting of diplomatic representatives from various countries had previously devised them. During the meeting, both Ukrainian and foreign officials presented and discussed each individual point.
The nuclear safety plan provides for the following:
- complete withdrawal of Russian personnel, weapons, and equipment from the Zaporizhzhia NPP and transfer of control over the plant to Ukraine,
- strengthening the role of the IAEA in monitoring compliance with the rules for the operation of nuclear installations,
- studying the mechanisms of responsibility for non-fulfillment of the principle of nuclear safety.
The implementation of the plan on energy security, as proposed by the working group, provides for:
- The development of a model of energy stability that would prevent violations of energy security and enable the use of energy as a lever of influence in future acts of aggression.
In the context of food security, the "peace formula" proposes the establishment of international security guarantees for the uninterrupted supply of food, in particular:
- strengthen the protection of the port and logistics infrastructure of Ukraine,
- ensure the demining of maritime routes in the Black Sea,
- to support the insurance of ships and cargo transported to and from the seaports of Ukraine.
The action plan for the return of hostages and deported Ukrainians provides for:
- creation of an international monitoring group to collect information about them,
- obtaining access to their places of detention,
- additional sanctions against the Russian Federation and its officials for violations of international humanitarian law,
- pressure on Russia to grant the UN and the ICRC unhindered access to Ukrainian prisoners.
As for the clause on compliance with the UN Charter and restoration of the territorial integrity of Ukraine and the world order, the working group proposes:
- Focus on reforming the UN Security Council and limiting the right of veto,
- strengthening the role of the UN International Court of Justice by recognizing the mandatory jurisdiction of the court in all disputes regarding violations of the UN Charter,
- creating a system of early warning about actions that violate the sovereignty and territorial integrity of states.

The meeting regarding the Ukrainian peace formula took place on October 28-29 in Malta. The main goal for Ukraine, according to the head of the President's Office, is to secure "the widest possible international support" for President Volodymyr Zelensky's peace plan.
This time, China was not participating in the peace summit. According to the media, the absence of Beijing disappointed the Ukrainian leadership.
The first summit of the Peace Formula was held on June 26 in Copenhagen (Denmark) and the second on August 6 in Jeddah (Saudi Arabia).
Then, Ukraine managed to attract not only direct partners and allies but also representatives of the Global South, who took a neutral position regarding the war.
As reported, in November 2022, President Volodymyr Zelensky presented the Ukrainian 10-point Peace Formula during a speech to the participants of the Group of Twenty summit, and preparations for the Global Peace Summit are currently underway.
