Ukraine approves draft law on registering same-sex marriages
Ukraine's defense and justice ministries have supported the draft law on registered partnerships, introducing a registered partnership as a voluntary family union of two adults of the same or different sexes.
Amendments are currently being prepared for the second reading. Previously, the negative conclusions of these ministries blocked the further progress of the draft law in the parliament, deputy member Inna Sovsun reports.
The ministry has changed its attitude and switched to supporting the draft law on same-sex marriages.
The negative conclusions of the Ministry of Defense and the Ministry of Justice blocked further progress of the draft law in parliament, Sovsun said.
The Ministry of Justice was supposed to develop an alternative law on registered partnerships but instead supported the existing draft law and is already preparing amendments for the second reading.
According to the Ministry of Justice, if the draft law No. 9103 is adopted, Ukraine will fulfil its obligations under Article 8 of the Convention on Human Rights. And there will be no grounds for filing lawsuits against Ukraine in the European Court of Human Rights for discrimination, Sovsun said.
On March 13, the Ukrainian parliament registered a bill on same-sex marriages to create an institution of registered partnerships, which will be available to both same-sex and different-sex couples.
The draft law equates civil partners with close relatives, which means having property, inheritance rights, and social protection.
On April 26, a petition supporting registered partnerships for same-sex and different-sex couples gained the required maximum number of requested signatures. A month later, Ukraine's President Volodymyr Zelenskt said the state has consciously chosen to move towards European standards, 'which are based on the three fundamental values of the Council of Europe – democracy, the rule of law, and human rights."
