What is the problem?
As reported by the Prosecutor General's Office, as of March 23, 3,126 educational institutions were damaged due to bombing and shelling by the Russian armed forces. Three hundred thirty-eight were completely destroyed. Hundreds of administrative buildings were destroyed. It takes a lot of time and money to rebuild them.
What is the solution?
The development of free projects began in 2022, during which time representatives of ministries, regional and local authorities, and project and expert organizations held several working meetings and consultations.
"Local governments will be able to use reuse design projects for free to implement their recovery projects," the department explained. "The development of typical projects is carried out within the framework of the Ukraine Recovery Program (URP) — a framework loan from the European Investment Bank (EIB)."
How does it work?
By August 31, 2023, the projects must pass a state examination, after which they will become available on the website of the Ministry of Community Development, Territories, and Infrastructure.

"The use of standard projects will save money and time for the development of project documentation for rehabilitation facilities," said Oleksandr Kubrakov, Deputy Prime Minister for Rehabilitation of Ukraine and Minister of Community Development, Territories, and Infrastructure.
As the Ministry of Infrastructure highlights, all projects consider modern requirements for safety, accessibility, and energy efficiency. Each such building has a dual-purpose underground facility with the protective properties of a radiation shelter. They can be easily adapted to the needs of an individual community and speed up construction as much as possible.
The Ukrainian company Architects Pashenko developed the reuse projects in cooperation with Cowater International at the Ministry of Reconstruction initiative and with the European Union's and the EIB's financial support.
Starting from December 2022, the Ukrainian boxer, the world champion in the first heavyweight, Oleksandr Usyk, has already transferred over 12 million hryvnias through the UNITED24 platform for the reconstruction, in particular, to rebuild the house in Irpin.
