Ukraine prepares compensations for victims of flooding after Russia’s destruction of Kakhovka dam

At the behest of President Volodymyr Zelensky, the Ukrainian government will set up a compensation mechanism for people who suffered from the flood caused by Russia's blowing up of the Kakhovka Hydroelectric Power Plant (HPP).

This was discussed at a conference call with the participation of government officials, heads of regions, and heads of communities about the liquidation of the consequences of the Russian terrorist attack on the Kakhovka HPP, Rubryka reports, citing the statement of the Prime Minister of Ukraine Denys Shmyhal on the Telegram channel.

According to Shmyhal, the meeting participants discussed urgent issues, particularly evacuation operations, technical and drinking water delivery to communities, and ensuring monitoring of water quality and its purification to prevent epidemics. Priority tasks were determined during the meeting.

"First, we need to quickly create a register of affected communities to understand everyone's needs and have a basis for allocating funds and compensation," the prime minister said. "Second, on the instructions of the President of Ukraine, Volodymyr Zelensky, we are quickly working out a compensation mechanism for people who suffered from the Russians' detonation of the Kakhovka HPP. We must provide both assistance in housing reconstruction and financial assistance to those who have lost their means of livelihood." 

To ensure water supply, the authorities will analyze the water needs of each community to develop quick technical solutions.

"The short-term priority is artesian wells, but we must start building new water mains and pumping stations as soon as possible," the head of government noted.

The Prime Minister gave appropriate instructions to the heads of the regions and relevant ministers.

"I expect to submit relevant solutions projects to the Government next week," Shmyhal said.

Rubryka reported that water problems arose in the south of Ukraine due to Russia blowing up the Kakhovka HPP. The restoration agency plans to build 3 sections of the 87 km long water pipeline, which will pass about 300,000 cubic meters of water per day, possibly increasing the water supply volume to cities and villages.

The Cabinet of Ministers allocated UAH 1.5 billion to construct two new main water pipelines and UAH 846 million for ensuring the drinking water needs of the regions.
