Solutions to win: Kyiv authorities to ensure developers provide shelters in residential buildings

The Kyiv authorities will initiate an appeal so that developers cannot circumvent the legal norm, which obliges them to equip the residential buildings they build with shelters and storage facilities.

The Kyiv City State Administration reported this.

What is the problem?

As Petro Panteleev, deputy head of the Kyiv City State Administration, explained, today, developers, unfortunately, are bypassing the existing requirements for mandatory equipment of shelters and storage facilities in buildings.

"The reason for this is the gaps in the current legislation, which requires providing shelter in the construction project or utilizing a nearby storage facility," he emphasized.

What is the solution?

"There should be no "or"!" Panteleev emphasized.

The city authorities of Kyiv will initiate an appeal so that developers cannot bypass the legal norm, which obliges them to equip residential buildings with shelters and storage facilities, the Kyiv City State Administration reports.

How does it work?

Legislation regulating building standards should provide for the unalternative construction of shelters and storage facilities in residential buildings and eliminate the opportunity for developers to circumvent this standard.

Panteleev noted that the State Emergency Service and local self-government are removed from the process of putting buildings into operation.

"We can see what this has led to – there are practically no new buildings in the fund of protective structures," explains the deputy head of the Kyiv City State Administration.

Yaroslav, a resident of the capital whose wife was killed during the attack by the Russians on June 1, said that people ran to the shelter at night, but no one opened it for them.

After this tragedy, more than 91%, i.e., 4,200 shelters and warehouses, were inspected in Kyiv: two-thirds of them are suitable as shelters.

It should be noted that shelters in Kyiv will be equipped with an automated opening system so that access to them is guaranteed during an air raid.
